The Harper's rental property in West Haven remains unmaintained. Last tenant moved out because of rodent problems that they did not resolve. Last air conditioner unit failed replaced unit with another failing unit that they do not maintain. Back yard is overgrown by tree of heaven with a spotted lantern fly infestation.
